Shouldn't all businesses
compete on an equal basis?
Yes; unfortunately, they don't.
Businesses owned and controlled by
minorities and women business
enterprise (WBE) {a.k.a. woman owned
business } that are ready, willing,
and able to compete in the state
contract and procurement process
continue to face barriers to their
participation. It should also be
noted that as much as forty percent
of all State procurement is awarded
with little or no competition. This
fact does not include contracts
designated as "sole source" or
"emergency" contracts. There are
"direct-buy" or CMAS awards where no
competition is required under a
certain dollar threshold.
